Step 1: Heat oil and saute onions and peppers, lightly season.
Step 2: Cook until lightly browned.
Step 3: Add garlic, tomato paste, chili powder and hominy.
Step 4: Cook a minute.
Step 5: Add rest of ingredients and simmer 20 minutes until thickened, stirring so it doesn't burn.
Step 6: Remove bay leaf.
Step 7: Season to taste.
Step 8: Garnish with parsley and serve with lemon.
