Step 1: Position rack about 4 inches from heat source and preheat broiler to high. Line a rimmed baking sheet with foil.
Step 2: Stir mayonnaise, herbs, garlic powder, onion powder, 1/4 teaspoon salt and 1/4 teaspoon pepper together in a small bowl.
Step 3: Sprinkle the remain 1/4 teaspoon each salt and pepper on both sides of cod. Place fish on the prepared baking sheet and spread the mayonnaise mixture over each piece top with tomato slices.
Step 4: Broil until the fish flakes easily, about 8 minutes.
