Step 1: Brown ground beef with green bell pepper and onion in skillet.
Step 2: Season lightly, stirring until ground beef is crumbly; drain if needed.
Step 3: Add chili powder.
Step 4: Stir in corn, soup, water.(use water to rinse out soup can), and seasoning to taste.
Step 5: Simmer for 15-20 minutes.
Step 6: Pour into 2 1/2 quart baking dish.
Step 7: Combine cornmeal mix, egg and oil in bowl and mix well.
Step 8: Spoon over casserole.
Step 9: Bake at 350 degrees until topping is brown. (10 minutes?)
