Step 1: Bring potatoes to a boil in a large pot.
Step 2: Reduce the heat and boil them for approximately 20 min or until a fork pokes through their centers easily.
Step 3: Place them in cold water immediately.
Step 4: Peel and then dice the potatoes approximately 1/3 inch thick.
Step 5: Place them in a 2 quart bowl and add vinegar.
Step 6: Add green onions, parsley and salt.
Step 7: Stir gently and set aside for 20 minutes.
Step 8: Dressing: Mix salad oil with the mayonnaise and then add with all remaining ingredients for dressing.
Step 9: Add celery and shrimp.
Step 10: Stir gently.
Step 11: Place bowl in fridge covered for at least 2 hours (overnight) so the flavors will intensify.
Step 12: Add more mayonnaise if needed and season to taste.
