Step 1: Rinse the rice thoroughly under cold running water and drain.
Step 2: Boil water.
Step 3: While water is boiling, heat oil in a separate saucepan over medium heat.
Step 4: Add the bell pepper, onions, carrots, & garlic. Saute, stirring for 2 minutes.
Step 5: Add the rice and cook until the rice has absorbed the flavorful oil and is translucent.
Step 6: Pour in hot water.
Step 7: Season to taste.
Step 8: Bring to a boil.
Step 9: Reduce the heat to low, cover and simmer for 20 minutes.
Step 10: Do not uncover.
Step 11: Take off heat and let sit covered for 5 minutes.
