Step 1: Mix the potatoes, celery, bacon, and sliced white parts of the scallion, in a medium bowl. (The green parts will be for garnish)
Step 2: In a small bowl, whisk together the oil, vinegar, grainy mustard, salt, sugar, paprika, dill, and black pepper.
Step 3: Pour over the salad and stir to coat. Cover and refrigerate for at least an hour to allow the flavors to meld.
Step 4: Stir and garnish with the green part of the scallion.
Step 5: Enjoy!
