Step 1: Cut peppers lengthwise in half, clean.
Step 2: Boil for 2 minutes in salted water.
Step 3: In a saucepan, bring milk, salt, mustard to just below boil and stir in cheese till melted.
Step 4: In bowl, blend cheese sauce with rice, tuna, pimiento.
Step 5: Fill pepper halves and wrap each in square of Reynolds Wrap, double-folding edges and ends in tight seal.
Step 6: Bake at 350 degrees F for 30 to 35 minutes.
Step 7: Open foil, decorate with carrot "sail" and serve.
