Step 1: Heat butter and oil and add onion.
Step 2: Cook until translucent.
Step 3: Add garlic and rice.
Step 4: Cook until opaque.
Step 5: Add chili powder and stir.
Step 6: Add chicken stock, tomatoes, herbs and spices.
Step 7: Cover and turn down low simmer cook 20 minutes.
Step 8: Take off heat leaving covered 5 minutes.
Step 9: Take out bay leaf and fluff.
Step 10: Season to taste.
