Step 1: Peel potatoes and cut into 1/2" dice.
Step 2: Cook in 2 1/2 cups water with the bay leaf, pepper and salt until half done.
Step 3: Heat butter and brown flour and onion until medium golden in color.
Step 4: Add 1/2 cup cold water and stir till smooth.
Step 5: Pour into the pot in which potatoes are cooking and cook over very low heat till potatoes are done.
Step 6: Stir every now and then.
Step 7: Remove bay leaf.
Step 8: In a bowl, well mix the sour cream, parsley and vinegar to taste.
Step 9: Pour into the potatoes, bring to a boil, and serve.
