Step 1: Cook pasta in heavily salted boiling water until al dente. Save 1 cup pasta water, to be put into sauce.
Step 2: Heat oil in stock pot.
Step 3: Add onions and bell peppers.
Step 4: Cook until lightly browned.
Step 5: Add garlic, green onions and tomato paste.
Step 6: Brown but don't burn.
Step 7: Simmer a bit with a cup of boiling pasta water.
Step 8: Stir and cook adding more pasta water as needed.
Step 9: Add the pasta to the sauce and cook until tight.
Step 10: Season to taste.
