Step 1: Add pepper paprika and salt to flour.
Step 2: Dredge meat in.
Step 3: Heat oil in stock pot.
Step 4: Brown beef and add onions cook until translucent.
Step 5: Add garlic and the rest of the flour.
Step 6: Brown.
Step 7: Add beef broth (2 beef bouillon cubes in 8 cups boiling water).
Step 8: Simmer 1 hour add rest of ingredients, except barley.
Step 9: Simmer 1 hour.
Step 10: Add barley simmer 30 minutes.
Step 11: Season to taste.
