Step 1: In a large pot over medium heat, cook beef, peppers and onion until beef becomes brown and vegetables have softened in beef fat, about 12 minutes.
Step 2: Drain off excess fat.
Step 3: Add remaining ingredients and bring to a boil.
Step 4: Reduce heat, simmer, uncovered, 15 minutes or until vegetables and pasta are tender.
Step 5: Season to taste.
