Step 1: In a medium-size saucepan, combine sugar, margarine, raisins, water, spices and molasses.
Step 2: Bring to a boil and boil 3 minutes.
Step 3: Remove from heat and cool thoroughly.
Step 4: When mixture is cool, preheat oven to 350 degrees.
Step 5: Combine flour, baking soda and baking powder and add to mixture, mixing well with a wooden spoon.
Step 6: Spread evenly in a greased and floured 13-by-9-inch pan.
Step 7: Bake in preheated oven 20 to 25 minutes or until cake tests clean with a toothpick.
Step 8: Remove from oven and cool completely.
Step 9: Top with powdered sugar sifted over cake or frosting.
Step 10: In large bowl, combine all ingredients.
Step 11: Mix until smooth.
Step 12: Frost cake.
Step 13: Cut into bars to serve.
