Step 6: Add to pot.
Step 7: Add bulgur wheat and orange peels.
Step 8: Heat to boiling.
Step 9: Reduce to simmer and cover.
Step 10: Cook 90 minutes; last 10 minutes add peas and stir.
Step 11: Garnish with olives and onions.
