Step 1: Pour enough water so there is at least two inches over the rice and let soak for 30 minutes, then rinse the rice and drain.
Step 2: Heat the butter and oil until melted.
Step 3: Add the garlic and shallots, and stir until soft and fragrant, about 1 minute.
Step 4: Add green onion.
Step 5: Stir in the rice, salt, pepper and turmeric, and stir for about 3 minutes to toast the rice a little.
Step 6: Then add chicken broth.
Step 7: Wait until mixture boils, and then reduce heat to a low simmer, and cover rice to cook for 20 minutes.
Step 8: Take off heat and let set 5 minutes covered.
