Step 1: Cook pasta in heavily salted boiling water until al dente.
Step 2: Drain, saving 1/2 cup pasta water.
Step 3: Meanwhile in stockpot, heat oil.
Step 4: Add shallot, red chili flakes and garlic.
Step 5: Cook for 1 minute.
Step 6: Add peas and veggie broth.
Step 7: Bring to a simmer and cook for 5 minutes.
Step 8: Add the pasta and pasta water to the pan along with parmesan, parsley and butter.
Step 9: You can add meat here if using.
Step 10: Cook, continuously stirring, until cheese is melted and everything is well combined and saucy.
Step 11: Season with salt and pepper to taste.
