Step 1: Soak rice for 30 minutes in 1/4 cup water.
Step 2: Heat oil in a saute pan and add onions and green peppers.
Step 3: Cook until the onions are translucent and peppers are tender.
Step 4: Add the garlic and cook for 1~2 minutes.
Step 5: Next add green chili, carrot, ground clove, ground cardamom and cinnamon stick.
Step 6: Mix well and cook for 3~4 minutes.
Step 7: Season with salt and pepper.
Step 8: Add the rice and 2 cups of water.
Step 9: Bring the mixture to a boil.
Step 10: Then cover and cook until all water is absorbed and rice is cooked through. (20 minutes )
Step 11: Take off heat and leave covered 5 minutes.
Step 12: Take out cinnamon stick and fluff; season to taste.
Step 13: Remove jalapeno.
