Step 1: Over medium high heat heat a sauce pan and then add oil. Stir in onion, and the next 3 ingredients (-garlic) and saute for 2 minutes. Stir in the next the next 4 ingredients (-beans) and simmer 5-10 minutes; stir in lemon juice and parsley.
Step 2: In a bowl combine the remaining ingredients (sour cream - chiles) and serve with the beans
