Step 1: Put steak in a large bowl and sprinkle with corn starch; stirring to coat.
Step 2: In a small bowl, whisk together 2 T. soy sauce and the white sugar until the sugar dissolves. Then stir this into the bowl with the steak until combined.
Step 3: Chill, covered, at least 2 hours and up to overnight.
Step 4: Make stir fry sauce: whisk together the remaining 4 T. soy sauce, rice vinegar, brown sugar, ginger, and crushed red pepper (if using) in a small bowl and reserve.
Step 5: Heat 1 T. oil in a large skillet or wok over medium-high heat.
Step 6: Add the onion, celery, carrot, and garlic, and cook while stirring for about 3 minutes.
Step 7: Add the snow peas, bell pepper, and green peas, and cook while stirring for about 3 minutes more - or until the veggies are crisp tender.
Step 8: Remove all veggies from skillet.
Step 9: Heat remaining 1 T. oil in the same skillet over medium-high heat.
Step 10: Add steak and cook, stirring occasionally, to desired doneness, about 3-5 minutes.
Step 11: Stir in the veggies and stir fry sauce until combined.
