Step 1: Get water bath ready: fill roasting pan with warm water to about 1-inch depth.
Step 2: Preheat oven to 350 degrees F.
Step 3: Heat sugar in small, heavy-duty saucepan over medium-low heat, stirring constantly, for 6 to 8 minutes or until dissolved and caramel-colored.
Step 4: Pour onto bottom of 9-inch-round cake pan and quickly swirl around bottom to coat.
Step 5: Next place evaporated milk, dulce de leche and eggs in blender and cover.
Step 6: Blend until mixed together.
Step 7: Pour into prepared pan.
Step 8: Cover lightly with foil.
Step 9: Place pan in large prepared roasting pan.
Step 10: Bake for 60 minutes or until knife inserted near center comes out clean.
Step 11: Remove flan from water.
Step 12: Cool on wire rack.
Step 13: Refrigerate overnight.
Step 14: To serve, run small spatula around edge of pan.
Step 15: Invert serving plate over pan.
Step 16: Turn over; shake gently to release.
