Step 1: Preheat a large cast iron skillet over high heat. While waiting for the pan to heat up, combine the butter and scallions in a small bowl. Whip until smooth and set aside.
Step 2: Pat the steak dry with paper towels. Cut into four pieces. Season generously with salt and pepper.
Step 3: When pan starts to smoke, add 1/2 teaspoon olive oil to the pan, along with half the steak. Sear over high heat for 3 minutes per side and remove from pan. Repeat with the remaining steak.
Step 4: Plop 1/2 tablespoon of the scallion butter over each steak. Cover loosely with foil and let rest for a few minutes.
Step 5: Serve with the remaining scallion butter.
