Step 1: Saute onions until translucent.
Step 2: Add garlic.
Step 3: Add broth and potatoes.
Step 4: Season to taste.
Step 5: Simmer 30 minutes.
Step 6: Use stick blender and blend until smooth.
Step 7: Add warmed 1/2 and 1/2.
Step 8: Season to taste.
Step 9: In bowl place a dab of the cheese on one side across bowl then circle it with a ring of bacon and scallions then chives leaving one side of the bowl clear on top.
