Step 1: Soak sliced potatoes in cold water for 30 minutes. Preheat oven to 400 degrees F.
Step 2: Drain the potatoes and pat dry.
Step 3: Divide potatoes into 2 equal parts.
Step 4: In a buttered casserole dish, layer one group of potatoes.
Step 5: Sprinkle salt and pepper to taste and half the flour. Sprinkle one cup of shredded cheese on first layer. Layer the next group of potatoes.
Step 6: Sprinkle salt and pepper and remaining flour.
Step 7: Sprinkle last cup of shredded cheese on second layer.
Step 8: Slowly pour milk over the potato casserole.
Step 9: Dot with butter. Bake until golden brown and the potatoes are tender, about 45 minutes
