Step 1: In a bowl
Step 2: Combine salt, sugar, soy sauce, white pepper and 1/2 teaspoon cornstarch
Step 3: Add chicken and coat all sides.
Step 4: Let rest for about 15 minutes.
Step 5: In a wok
Step 6: Heat 1 tablespoon of the vegetable oil, saute marinated chicken, cook 3 minutes or until barely cooked through
Step 7: Remove chicken and drain.
Step 8: Heat the remaining tablespoon oil in wok
Step 9: Add garlic and onion, saute until golden brown.
Step 10: Add chicken and black pepper with remaining vegetables.
Step 11: Add 1/2 cup water and sesame chili oil.
Step 12: Mix 1 teaspoon cornstarch with 2 teaspoons water. Add to mixture and cook until mixture thickens.
Step 13: Check for seasoning
