Step 1: Preheat oven to 350 degrees.
Step 2: Line baking sheets with parchment paper .
Step 3: Pour oats into a food processor and pulse about 10-12 times (you want it to be an even mix of ground and whole oats).
Step 4: In a medium size bowl, combine the oats, flour, cornstarch, baking powder, baking soda, salt, cinnamon and nutmeg, whisking together.
Step 5: In a large mixing bowl
Step 6: Cream the butter, sugars and vanilla extract together until light and fluffy, about 2 minutes on high speed.
Step 7: With mixing speed on low, add the egg and mix until incorporated.
Step 8: Gradually add the dry ingredients, mixing just until combined.
Step 9: Put in frig for 3 hours
Step 10: Using a standard size Pam sprayed cookie scoop, place balls of dough onto each sheet.
Step 11: Mash down with a floured bottom of a glass
Step 12: Place in the oven and bake for 10-14 minutes (14 minutes for crisper cookie)
Step 13: Remove from the oven and allow to cool on the sheets for 3 minutes before transferring to a wire rack to cool completely.
Step 14: Once the cookies are cool, whisk together all of the ingredients for the glaze in a small mixing bowl.
Step 15: Dip the tops of the cookies in and swirl to remove any excess.
Step 16: Allow to set for 30 minutes so glaze hardens
