Step 1: To make dressing, whisk together vinegar, mustard, salt and pepper. Gradually whisk in oil.
Step 2: Separate onion slices into rings.
Step 3: Cook beans in boiling water to cover for 7-8 minutes (until barely tender). Drain , then refresh under cool water and dry on paper towels.
Step 4: Cut beans in 1-inch lengths and toss with 1/2 cup of the dressing in a bowl.
Step 5: In another bowl, toss potatoes and shallots with bouillon until absorbed. Add the rest of the dressing and toss until the potatoes are well coated.
Step 6: In a salad bowl, arrange in order from outside to center: onion rings, beans, potatoes, beef.
Step 7: Sprinkle with chives or parsley and serve.
