Step 1: Score flank steak on the bias on both sides.
Step 2: Combine oil, soy sauce , lemon juice , onions or chives, oregano and pepper in bottom of a low flat pan.
Step 3: Add steak and marinate, covered, in refrigerator between 2 hours and 2 days, turning occasionally.
Step 4: Broil 6 minutes. to a side.
