Step 1: Preheat oven to 400 degrees F & set out a baking sheet.
Step 2: In a bowl whisk together the flour, baking powder, baking soda, salt, sugar & lemon zest, blending well.
Step 3: Using a pastry blender, cut the cold butter into the flour mixture until the mixture is crumbly.
Step 4: Add the raisins, tossing lightly, then add the buttermilk, stirring until dry ingredients are moistened.
Step 5: Turn the dough out onto a lightly floured surface, & knead lightly 5 or 6 times.
Step 6: Divide the dough in half & shape each portion into a 7-inch circle on an ungreased baking sheet. Deeply score, but do not cut completely through, each circle into 6 wedges.
Step 7: Bake 10 to 12 minutes, then remove to a wire rack & cool somewhat before serving.
