Step 1: In large skillet
Step 2: Brown the ground beef along with the diced onions.

Step 5: Add the cayenne pepper, salt, and the chili powder to the pot.
Step 6: Add tomato paste
Step 7: Cook but don't burn
Step 8: Pour in the water and make sure that the seasoning is well mixed in and dissolved by whisking hard.
Step 9: In a small bowl
Step 10: Combine the cornstarch and water, then whisk in to the pot.
Step 11: Add the refried beans to the pot.
Step 12: Keep stirring the pot until the refried beans have become smooth and everything is well combined.
Step 13: Reduce the heat down to low simmer
Step 14: Let the pot simmer for about 10 minutes, stirring frequently so nothing sticks and burns on the bottom.
Step 15: Run each of the tortillas under faucet to wet. Do it fast
Step 16: Place the tortillas on a microwave safe plate put paper towels over
Step 17: And microwave them for 1 minute.(or until warmed and pliable)
Step 18: Meanwhile
Step 19: Slowly
Step 20: Add the shredded cheese and taco sauce to the pot.
Step 21: Keep folding the cheese in until it has all melted.
Step 22: Cooking a bit stirring constantly so doesn't burn
Step 23: To serve, spoon 4 tablespoons of the chili cheese sauce into the center of the warmed flour tortilla.
Step 24: Add a bit of sour cream
Step 25: Pull one end up to the center to cover the sauce. Tuck the ends of the tortilla in and fold
