Step 1: Preheat oven to 350 degrees.
Step 2: Grease a 9x13 inch baking pan.
Step 3: Rise out soup cans with milk
Step 4: In a medium sized bowl add the rice, cream of mushroom, cream of celery, and chicken broth,milk and mix.
Step 5: Pour into the baking pan.
Step 6: Place the chicken on top of the rice mixture and pepper.
Step 7: Sprinkle the onion soup on top.
Step 8: Cover with aluminum foil and bake for 1 hour and 15 minutes or until the chicken is cooked throughout and no longer pink.
