Step 1: In stockpot
Step 2: Heat oil and butter
Step 3: Brown beef and onions
Step 4: Add garlic at end
Step 5: Add seasonings
Step 6: Add broth ,tomato sauce and water
Step 7: Simmer 2 1/2 hours until beef is tender
Step 8: Add potatoes submerged cook for 25 more minutes until potatoes are tender
Step 9: Last 5 minutes stir the cornstarch into cream and cook until thickened
Step 10: Stir in dillweed
