Step 1: Make sure the mussels are scrubbed clean and the beards removed.
Step 2: Heat the oil in a heavy pan, add onions and garlic and cook onions until soft; add the chili, tomato paste, wine, tomatoes, sugar, bay leaves and capers and bring to boil, and when boiling reduce the heat and simmer until the tomato sauce thickens.
Step 3: When sauce has thickened a little add the mussels, bring mix back to the boil & cover and simmer until the mussels open.
Step 4: Making sure to discard any mussels that do not open.
Step 5: Serve with scattered parsley over the top.
Step 6: Serve with fresh crusty bread.
