Step 1: Place the potatoes in a large pot, cover with water and bring to a boil. Cook until the potatoes are tender, about 15-20 minutes. Drain and allow to cool and then cut the potatoes in half.
Step 2: Combine the vinegar and mustard in a large bowl. Slowly whisk in the olive oil.
Step 3: Add the potatoes to the vinaigrette, and mix gently but thoroughly. Toss in the scallions, capers, bacon bits parsley and dill. Taste to adjust salt and pepper.
