Step 1: Heat grill to medium-high. Make glaze: In small blwl, combine pepper jelly, vinegar, and soy sauce.
Step 2: Grill steak to desired doneness, 4 to 6 minutes per side for medium-rare, brushing with glaze during last 2 minutes of cooking. Transfer to cutting board and brush with remaining glaze; let rest at least 5 minutes before slicing.
Step 3: While steak is grilling, grill jalapenos, turning occasionally, until lightly charred, about 3 minutes, Cut into 1/2-inch pieces.
Step 4: Fill lettuce leaves with steak and top with jalapenos, radishes, carrot, cilantro and scallions.
