Step 1: In a saucepan, add together the crushed peppermint candy and the milk. Heat on low until the candy is melted.
Step 2: Mix the unflavored gelatin in the cold water. Add it to the saucepan. Let it all chill until it's part way set or sticky.
Step 3: Whip the cream and fold it in to the mixture.
Step 4: Line the bottom of a 9 X 9 pan with the chocolate wafers. Add half the mixture on top. Add one more layer of wafers. Pour the last of the mixture on top. Crumble chocolate wafers over the top of everything.
Step 5: Chill for at least 12 hours.
