Step 1: Heat the olive oil in a large frying pan. Add the onions, carrot ,garlic, and sweet pepper.
Step 2: Saute until the onion is golden.
Step 3: Add beans to the onions and garlic, along with water.
Step 4: Let simmer for about five minutes.
Step 5: Add the cilantro and salt and pepper to taste.
Step 6: Continue to heat for several minutes.
Step 7: Add the rice, stirring to mix well.
Step 8: Add more water if the mix is too dry.
Step 9: Top with sour cream
