Step 1: Simmer raisins and water in small saucepan over low heat until raisins are plump, 20 minutes. Drain raisin liquid into measuring cup. Add water to make 1/2 cup.
Step 2: Heat oven to 400° F (moderate hot).
Step 3: Cream margarine, sugar, eggs and vanilla with a mixer till smooth. Stir in raisin liquid.
Step 4: Sift together flour, baking powder, baking soda, salt and spices; stir into wet mixture.
Step 5: Add rolled oats, nuts and raisins and stir in.
Step 6: Drop rounded teaspoonsful of batter onto ungreased baking sheet 2" apart. Bake 8-10 minutes
