Step 1: Preheat oven to 425°F.
Step 2: Scatter potato tots evenly in bottom of 12-inch ovenproof skillet (not all tots will touch). Bake 15 minutes.
Step 3: Meanwhile, cook ground beef in skillet over medium-high heat until no longer pink and cooked to a safe internal temperature of 160°F, 5-7 minutes. Drain grease. Season with salt and pepper; set aside.
Step 4: In small bowl, stir mayonnaise, ketchup and mustard. Set aside.
Step 5: Remove skillet from oven. Use bottom of measuring cup to mash potato tots, forming a crust. Top with 1 cup cheese, then layer with beef. Drizzle with half of sauce. Top with remaining 1 cup cheese, then drizzle with remaining sauce. Scatter pickles and tomato over top.
Step 6: Bake 10 minutes. Cut and serve, refrigerating any leftovers.
