Step 1: In a soup pot
Step 2: Melt butter over medium heat.
Step 3: Add onion, celery, leeks and garlic and saute for 3 minutes mixing often.
Step 4: Remove from the heat and add the flour, mixing well.
Step 5: Add milk and whisk vigorously.
Step 6: Drain clams and add juice to soup.
Step 7: Slowly bring to a boil, stirring often.
Step 8: Reduce heat to a simmer and add potatoes and seasonings; simmer 10 minutes.
Step 9: Add clams and simmer 8 minutes.
Step 10: Finish with heavy cream.
Step 11: Dont boil
Step 12: Season to taste.
