Step 1: Using a steamer basket in a large pot, add the cauliflower and ginger to the basket. Put enough water in the pot to reach to just below the basket and then bring the water to a boil; steam covered for 5 minutes and then add the next 3 vegetables (-green onions); toss. Steam, covered for 5-10 minutes or until vegetables are crisp tender; discard ginger.
Step 2: Transfer vegetables to a serving dish and add the remainder of the ingredients (oil -red pepper); toss.
