Step 1: Preheat oven to 325 F. Cover cookie sheets with foil, then coat with nonstick vegetable spray.
Step 2: In a medium bowl, combine oats, flour, salt, and baking powder. Use a whisk to mix well, then set aside.
Step 3: In the mixer bowl, combine sugar and butter at medium speed until it forms a grainy paste. Add the egg and vanilla, then beat until smooth. Add the flour mixture and blend just until combined. Don't overmix.
Step 4: Drop the dough by teaspoons onto the prepared baking sheets, about 2 1/2 inches apart. Bake for 9-12 minutes, or until the edges begin to turn golden brown. Remove from oven and let cool, then peel the cookies off with your fingers.
Step 5: NOTE: If using the cookie sheet again, be sure to spray again with the non-stick vegetable spray.
