Step 1: In small bowl combine the first 3 ingredients and let stand for about ½ hour--or until liquid is absorbed.
Step 2: In another bowl, combine the next 5 ingredients.
Step 3: In large mixing bowl, beat butter and sugar until mixture is light.
Step 4: Beat in the honey and egg.
Step 5: Add flour mixture and oat mixture to butter mixture, alternating the additions and stirring to moisten the dry ingredients after each addition.
Step 6: Divide the batter among 12 well-greased muffin cups.
Step 7: Bake at 400' 25-30 minutes.
