Step 1: In six quart dutch oven, bring water to a boil over high heat
Step 2: Add to the water, the spices in the bag bay leaves, and vinegar. Reduce heat to medium.
Step 3: Add fillets and cook, uncovered until fish turns white. about 2-3 minutes
Step 4: Remove immediately
Step 5: Place fillets on the broiler rack, brush with butter, and sprinkle with paprika.
Step 6: Broil 3 inches from broiler unit for 7-8 minutes. DO NOT TURN.
Step 7: Serve with lemon and butter
