Step 1: In a medium fry pan, heat the oil ( or butter) over medium heat, then stir in the flour, constantly stir until a medium dark roux is formed ( about 20 minutes) .
Step 2: Then stir in the onions, garlic and parsley - cook until the onions are clear.
Step 3: Gradually add the milk ( or cream) and continue cooking until thickened.
Step 4: Add the Parmesan and cook until melted.
Step 5: Then stir in the shrimp, hot sauce and salt.
Step 6: Cook until the shrimp are pink and opaque, about 3 or 4 minutes.
Step 7: Stir in the fettuccine, mix well and serve.
