Step 1: FOR THE RICE: Saute rice in butter and oil
Step 2: Add water, seasoning and sugar cover and simmer for 20 minutes covered
Step 3: Take off lid put a layer of paper towels
Step 4: Cover and let set while cooking beef
Step 5: In skillet: add butter and oil. Saute vegetables
Step 6: Add ground beef. Add garlic. Drain grease if necessary. Season then add parsley
Step 7: In large heatproof bowl that you have sprayed pam in, add the beef on bottom, then press in rice pretty hard so will all stick together
Step 8: Put plate on top and flip over rice will be on bottom
