Step 1: Preheat oven to 350 degrees F.

Step 6: Meanwhile, in a small bowl, combine sweetened condensed milk and vanilla.
Step 7: Carefully pour over pecans and coconut, spreading evenly.
Step 8: Bake for 25 to 30 minutes more or until filling is set.
Step 9: Cool in pan on a wire rack for 10 minutes.
Step 10: In a small saucepan, combine caramels and milk.
Step 11: Cook and stir over medium-low heat just until caramels are melted. Drizzle caramel mixture over filling.
Step 12: Sprinkle with chocolate pieces.
Step 13: Cool completely and cut into bars.
