Step 1: Whisk sugars, flour, cornstarch and salt in saucepan. Add milk gradually, then chips. Cook and stir over medium heat until mixture comes to a boil and thickens.
Step 2: Reduce heat and cook, stirring 2 minutes longer. Remove from heat.
Step 3: Beat egg yolks lightly in a small bowl. Stir 1 cup hot mixture slowly into yolks, mixing thoroughly. Return mixture to saucepan. Bring to a boil, cook and stir over low heat 2 more minutes. Remove from heat.
Step 4: Stir in butter and vanilla, pour mixture into baked pie crust.
Step 5: Bake at 350° for 12 minutes. Sprinkle with chocolate covered peanuts immediately. Cool to room temperature before serving.
