Step 1: Preheat oven to 400 degrees.
Step 2: In a medium mixing bowl, beat together eggs, flour, salt, pepper, herbs, milk and 3/4 cup Parmesan cheese.
Step 3: Spray a mini-muffin pan with non-stick cooking spray. Pour batter into muffin cups, filling each 3/4 full.
Step 4: Top with remaining Parmesan cheese.
Step 5: Bake until puffed and golden brown, 20-25 minutes.
Step 6: Remove from muffin pan and let cool.
