Step 1: In a large sauce pan, cook beef and onion over medium heat until the meat is not longer pink. Drain well.
Step 2: Meanwhile premix the flour with the milk. Set aside.
Step 3: Add the water, bouillon, salt, potatoes and celery to the meat mixture.
Step 4: Bring to a boil. Reduce heat and simmer for 20 minutes or until thickened and potatoes are tender.
Step 5: Stir in milk mixture and cheese. Heat thoroughly.
