Step 1: Place the cabbage in a stock pot.
Step 2: Add water, pepper, salt and caraway. Cool until tender.
Step 3: Add sugar and vinegar.
Step 4: In a skillet, add/heat the oil. Add in the onion, then fry until browned.
Step 5: Add flour to skillet and cook mixing with the cabbage.
Step 6: Cook until thickened, tasting and adding more sugar or vinegar if needed.
